Recess means periods of time during which regularly scheduled meetings of the Council are not held. Summer recess begins at 12:01 am on July 15th and ends at 11:59 pm on September 15th.
What you can do
Committees may circulate notices of hearings, roundtables, intent to move emergency and temporary legislation (including attaching drafts of the legislation), waiver requests, and may file committee reports in the Office of the Secretary.
Mayor may transmit correspondence to the Council.
Mayor may transmit federal-aid highway contracts in excess of $1M.
Councilmembers may introduce approval or disapproval resolutions on contracts over $1M, or multi-year contracts, or federal-aid highway contracts, or reprogrammings at any time within the Council review period.
Committees may hold public hearings on a proposed contract over $1M, or multi-year contracts, or federal-aid highway contracts at any time during the Council review period that occurs during the recess.
Chairman may call an additional legislative meeting to consider emergency and temporary legislation, a veto override, a resolution approving or disapproving a contract or any matter specifically authorized by Recess Rules.
Council may transmit legislation to the Mayor for her signature and the Mayor can sign and/or return legislation.
The Committee of the Whole may convene hearings within its jurisdiction.
What you cannot do
Committees cannot hold hearings, except on contracts over $1M, or multi-year contracts, or federal-aid highway contracts, unless specifically authorized by Recess Rules.
Committees cannot hold roundtables, unless specifically authorized by Recess Rules.
Committees cannot mark-up legislation.
Members cannot introduce legislation during a recess, except for emergency and temporary legislation, or a resolution approving or disapproving a contract or reprogramming, which is to be considered at a special or additional legislative meeting.
Mayor cannot transmit legislation to the Council.
